Exempting S.R.O.’s from the Ellis Act
The Ellis Act is a state law that allows owners to ‘go out of business’ in the rental market and evict tenants. In 2003 the Central City S.R.O. Collaborative organized with assembly member Mark Leno, as well as other elected representatives and tenant groups, to pass A.B. 1217 which allows local governments to exempt S.R.O.’s from the state Ellis Act.
